Enlisting a more subtle approach in his master plan to conquer Earth, Darkseid, the godlike tyrant of Apokolips, institutes a scheme of psychological sabotage when he turns the people of the planet against their heroes. Now despised by the citizens of Earth and barred by the President from engaging in any superhuman activity, the costumed heroes of the world must battle public opinion and Darkseid's minions in order to set things right. Working together to put an end to this mad plot, Batman, Superman, Wonder Woman, Captain Marvel, Flash, and Green Lantern prove in the end that they are not simply heroes to the world, they are legends.
